The Department of Foreign Affairs (DFA) has announced that contingency measures have been prepared for Filipinos in Lebanon in the event of external attacks from Israel. DFA Undersecretary Eduardo de Vega stated that Alert Level 3 remains in effect in Lebanon, allowing Filipinos there to repatriate voluntarily. However, if a "large-scale internal conflict or full-blown external attack" occurs, Alert Level 4 may be raised, necessitating a mandatory evacuation.
De Vega emphasized that mandatory evacuation would be implemented if there is a complete breakdown of peace and order, such as the situation in Gaza. He expressed hope that Lebanon would not reach such a state and highlighted the need for chartered planes and ships to be ready for evacuation. Currently, the DFA is still working to secure these resources.
He also noted that if only a small number of Filipinos return home when Alert Level 4 is announced, it would be considered a failure. Additionally, the DFA aims to avoid creating an alarmist situation, as life in Lebanon is still relatively normal.
De Vega mentioned that Beirut, the capital of Lebanon, is not currently a war zone. Nevertheless, the Philippine government is strongly urging Filipinos in Lebanon to take advantage of repatriation services or move to safer locations.
There are over 11,000 Filipinos in Lebanon, but less than 10% have expressed a willingness to return to the Philippines. So far, 356 Filipinos have returned from Lebanon, while over 700 are still awaiting repatriation, pending their exit clearance.
The Philippine Embassy in Lebanon has issued an advisory to Filipino citizens to return home while the airport is still open. Those unable to leave Lebanon are advised to evacuate to safer areas outside of Beirut, South Lebanon, and the Bekaa Valley.
